Tata Consultancy Services (TCS), a global leader in IT services, consulting and business solutions, has signed a Memorandum of Understanding (MoU) with the Centre for Development of Advanced Computing (C-DAC) to accelerate the development of India’s sovereign cloud ecosystem. The partnership is aimed at delivering scalable, AI-enabled cloud platforms that comply with India’s data localization requirements and support the digital transformation of critical public sector services.
C-DAC, India’s premier R&D organization under the Ministry of Electronics and Information Technology (MeitY), will work with TCS to develop and integrate indigenous technologies into TCS’ sovereign cloud stack. This will enable secure hosting of critical government applications such as e-Sanjeevani, Dial 112 and other workloads from central ministries. The collaboration is expected to enhance security, compliance and performance across sectors including healthcare, defence, smart cities and BFSI, reducing reliance on global hyperscalers and fostering homegrown innovation.
“This collaboration marks a significant milestone in India’s journey toward technological self-reliance,” said Magesh Ethirajan, Director General of C-DAC. “By bringing together C-DAC’s expertise in indigenous innovation with TCS’ deep industry presence, we aim to accelerate the development and long-term sustainability of sovereign cloud platforms.”
The two organizations plan to build a robust, OpenStack-driven sovereign cloud ecosystem designed to become the default platform for India’s digital transformation. “This MoU is a significant step forward in realizing India’s sovereign cloud ambitions,” added Girish Ramachandran, President – Growth Markets, TCS. “We are combining indigenous R&D, public sector infrastructure and TCS’ enterprise expertise to deliver secure, scalable and future-ready cloud platforms tailored to a digitally empowered India.”
TCS has been at the forefront of India’s technology revolution for nearly six decades, supporting government ministries, executing large-scale digital public infrastructure projects and transforming citizen services. Nearly seven in ten Indians benefit from TCS-supported services every day, ranging from stock exchange digitization to passport issuance, health insurance and pensions for defence personnel.
As part of the Tata Group, TCS employs over 600,000 people across 55 countries and operates 202 delivery centres worldwide. The company generated consolidated revenues of US$30 billion in the fiscal year ended March 31, 2025, and continues to be recognized as a leading employer across six continents.
